BLE Bluetooth Low Energy beacons are a new class of low-powered, low-cost transmitters that can notify nearby Bluetooth enabled devices - such as phones and tablets - of their presence to assist with location or information distribution. Adding this dongle to a Raspberry Pi or other low profile, Linux computer , running Bluez on it and configuring it, turns the device into a beacon.
